关于推动和保障胶东经济圈一体化发展的决定

（2021年11月2日威海市第十七届人民代表大会

常务委员会第三十六次会议通过） 

为了深入贯彻习近平总书记视察山东重要讲话、重要指示批示精神，全面实施海洋强国战略和区域协调发展战略，落实省委、省政府“一群两心三圈”区域发展总体布局，加快胶东经济圈一体化发展，结合本市实际，作出如下决定：　

一、全市各级国家机关和各有关方面要深刻认识胶东经济圈一体化发展对于践行习近平总书记对山东“走在前列、全面开创”重要指示、打造全省高质量发展强劲引擎的重大意义。本市应当全面立足新发展阶段、贯彻新发展理念、融入新发展格局，进一步发挥威海的优势作用，会同青岛、烟台、潍坊、日照等胶东经济圈其他设区的市，推进胶东经济圈构建合作机制完善、要素流动高效、发展活力强劲、辐射作用显著的区域发展共同体，为海洋强国战略、黄河流域生态保护和高质量发展作出贡献。

二、本市会同胶东经济圈其他设区的市完善推进机制，建立健全胶东经济圈联席会议制度，按照国家战略部署和省新旧动能转换综合试验区建设领导小组统一部署，探索提出胶东经济圈一体化发展的重要议题和政策方案，协调推进区域合作重大事项和重大项目。

市、区（县级市）发展改革部门为本行政区域推进胶东经济圈一体化发展的主管部门。其他有关部门依照各自职责，做好胶东经济圈一体化发展相关工作。

本市支持各区（县级市）同胶东经济圈其他设区的市的区（县级市、县）建立合作机制，开展制度创新和先行先试，打造一体化发展战略支点。

三、本市应当主动参与、积极配合做好胶东经济圈一体化发展规划及有关专项规划的编制工作，并确保相关规划在本行政区域的实施。

市、区（县级市）人民政府及其有关部门编制经济社会发展规划、国土空间规划、重大专项规划，应当主动与胶东经济圈其他设区的市对接，强化功能布局互动和衔接。

四、本市制定地方性法规、政府规章和其他规范性文件，应当加强与胶东经济圈其他设区的市的协同，推进标准协同、监管协同。

本市会同胶东经济圈其他设区的市，建立立法协同工作机制，围绕一体化发展的重点领域，研究确定立法协同项目，综合运用立改废等手段，及时清理与胶东经济圈一体化发展要求不一致的地方性法规、规章和其他规范性文件，为一体化发展提供法制保障。

五、本市会同胶东经济圈其他设区的市，加强海洋资源开发与保护，共同建设高效协同、智慧绿色、疏运通达、港产联动的世界一流海洋港口群，建设完善现代海洋产业体系，统筹陆海生态保护，加强陆海污染联防联治，建设绿色可持续的海洋生态环境。

本市会同胶东经济圈其他设区的市，加强海洋领域基础研究、技术创新，联合突破海洋关键共性技术，合力打造高能级海洋科创平台，联合推动海洋科技成果转化，全面提升海洋领域创新能力。

六、本市会同胶东经济圈其他设区的市，加强科技创新前沿布局和资源共享，联合编制关键核心技术攻关目录和清单，开展关键领域科技创新联合攻关，共同争取国家重大科技专项和基础设施，共建胶东科技资源共享服务平台和区域研发公共服务平台。

支持领军企业牵头组建创新联合体，推动各类企业、全产业链融通创新。鼓励企业、高校、科研院所在符合国家安全的前提下，开放共享科技创新平台、大型科研仪器设备和科研数据等创新资源。

七、本市会同胶东经济圈其他设区的市，优化产业空间布局，推动产业高效分工、错位发展、有序竞争。支持功能区、国际客厅等各类平台与胶东经济圈其他设区的市的各类平台一体化发展和相互产业转移，支持共建产业园区及招商引资、投融资服务等跨区域合作平台，推动胶东经济圈创新链和产业链融合发展。

八、本市与胶东经济圈其他设区的市共同建设现代化综合交通运输体系，加强交通枢纽、海港、空港建设，推动铁路、公路、水路互联互通，加快形成高速铁路“半岛环”和高等级公路“一张网”，打造胶东“一小时经济圈”。

九、本市会同胶东经济圈其他设区的市，实施更大范围、更宽领域、更深层次对外开放，深度融入“一带一路”建设，全面深化与日韩、欧美等合作，共建中国（山东）自由贸易试验区、中国—上海合作组织地方经贸合作示范区等高能级开放载体。

十、本市推动胶东经济圈建立统一的市场体系，营造规则统一开放、标准互认、要素自由流动的市场环境，推进胶东经济圈开放平台一体、招商引资一体、营商环境一体、文旅推广一体，及时修改、废止有碍市场统一的有关规定，破除制约一体化发展的体制机制障碍。

十一、本市会同胶东经济圈其他设区的市，共同引进培养创新人才，联合编制人才招引目录，探索建立人才柔性流动机制，健全人才评价标准互认体系，推动人力资源、就业岗位信息共享和服务政策有机衔接、整合发布。

十二、本市加强与胶东经济圈其他设区的市在教育、医疗、社会保障、养老、就业、户籍等领域的合作，加快推进胶东经济圈政务服务、公共服务、生活服务一体化，加快优质教育、医疗资源共建共用，推动各类公共服务信息平台互联互通，推进公共基础设施共建共享。

十三、本市加强与胶东经济圈其他设区的市在大气、水、土壤、固体废物污染防治等方面的工作协同，促进区域生态保护修复，统筹海洋生态环境保护，全面推行“湾长制”，加快推进“岛长制”试点，打造海洋生态文明示范区。

十四、本市会同胶东经济圈其他设区的市围绕共促一体化，争取国家、省在体制创新、政策制定、项目安排等方面给予支持，争取国家、省改革创新试点在胶东经济圈先行先试。

十五、市人大常委会应当优先安排推进胶东经济圈一体化发展的立法项目，加强对胶东经济圈一体化发展重点领域的法律监督和工作监督，组织人大代表开展调研视察，推动胶东经济圈一体化发展决策部署贯彻落实。

十六、本市各级人民政府及其部门应当贯彻实施胶东经济圈一体化发展的决策部署，形成工作合力。

市人民政府应当根据实际，将胶东经济圈一体化发展重点合作事项纳入年度工作重点和政府绩效考核体系，适时向市人大常委会报告胶东经济圈一体化发展的推进情况。

十七、本市各级人民法院、人民检察院应当充分发挥司法职能，推进胶东经济圈司法合作，为胶东经济圈一体化发展提供司法保障。

十八、本市积极宣传胶东经济圈一体化发展的各项政策措施，及时推广胶东经济圈一体化发展的成功经验，支持市场主体、社会各方积极参与胶东经济圈一体化发展，营造凝心聚力、合作共赢的良好社会环境。

本决定自公布之日起施行。

Decision of the Standing Committee of the People’s Congress of Weihai Municipality on Promoting and Guaranteeing the Integrated Development of Jiaodong Economic Circle

(Adopted at the 36^th session of the Standing Committee of the 17^th People’s Congress of Weihai Municipality on November 2, 2021)

For the purposes of thoroughly implementing the spirits of the important speech and important instructions given by General Secretary Xi Jinpin during his visit in Shandong, comprehensively carrying out the maritime power strategy and regional coordinated development strategy, enforcing the overall regional development layout of “one group, two centers and three circles” formulated by the provincial Party committee and the provincial government, and accelerating the integrated development of Jiaodong Economic Circle and in light of the actual situations of this Municipality, the following decisions are hereby made:

1. National organs at all levels and all sectors concerned of this Municipality shall truly understand the great significance of the integrated development of Jiaodong Economic Circle for the implementation of General Secretary Xi Jinping’s important instruction that Shandong “shall be a leader and a pioneer” and build a powerful engine for high-quality development of the entire province. The Municipality shall fully rely on the new development stage, implement new development vision, integrate new development pattern, give full play of advantages of Weihai Municipality, collaborate with Qingdao, Yantai, Weifang, Rizhao and other districted districts within the Jiaodong Economic Circle to promote the construction of a regional development community with complete cooperation mechanism, high factor mobility, strong development vitality, and great influence and make contribution to the implementation of maritime power strategy and ecological protection and high-quality development of the Yellow River Basin.

2. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, establish and complete the joint conference system of entire Jiaodong Economic Circle, comply with the national strategic plan and the unified plan formulated by the Steering Group of Comprehensive Experimental Zone Construction for Transition to New from Old Economic Engines of Shandong Province, explore and put forward the major propositions and policy options for integrated development of Jiaodong Economic Circle, and coordinate and promote the key issues and projects of regional cooperation.

The municipal and district (county-level city) development and reform departments shall be the competent department for promoting the integrated development of Jiaodong Economic Circle within their respective administrative areas. Other relevant departments shall, in accordance their respective functions and duties, make solid implementation of work related to the integrated development of Jiaodong Economic Circle.

The Municipality shall support all districts (county-level cities) to establish cooperation mechanism with districts of other districted cities (county-level cities and counties) within the Jiaodong Economic Circle, carry out institutional innovation and advance implementation, and build up the strategic fulcrum for integrated development.

3. The Municipality shall actively participate in and cooperate with the formulation of the planning for integrated development of Jiaodong Economic Circle and relevant special planning and ensure the solid implementation of relevant planning within the administrative areas of this Municipality.

The municipal and district (county-level city) people’s governments and relevant departments thereunder shall, in formulation of the economic and social development planning, the territorial spatial planning and major special planning, actively collaborate with other districted cities within the Jiaodong Economic Circle and enhance the interaction and connection of the function layout.

4. The Municipality shall, in the formulation of local laws and regulations, government rules and other normative documents, enhance collaboration with other districted cities within the Jiaodong Economic Circle and promote the cooperation in establishment of standards and implementation of regulation.

The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, establish the collaborative legislation working mechanism, focus on major fields of integrated development, study and identify the legislation collaboration projects, adopt such methods as legislation, amendment and repeal in a comprehensive manner, deal with the local laws and regulations, rules and other normative documents failing to meet the requirements of integrated development of the Jiaodong Economic Circle, and provide legal safeguard for the integrated development.

5. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, enhance development and preservation of marine resources, jointly build up a world-class marine port group with efficient cooperation, intelligence and greenness, convenient transportation, and joint development of port and industries, establish a complete modern maritime industrial system, coordinate the marine and terrestrial ecological protection, enhance joint prevention and control of marine and terrestrial pollution, and create a green and sustainable marine ecological environment.

The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, enhance the basic research and technological innovation in the maritime field, jointly tackle problems concerning key generic technologies therein, build up a high-level maritime scientific innovation platform, promote the commercialization of maritime research findings, and comprehensively improve the innovation capacity in the maritime field.

6. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, enhance the overall arrangement and resource sharing of technological innovation, jointly formulate the research directory and list of key core technologies, carry out cooperative research of technology innovation in key fields, strive for national science and technology major project and infrastructures, establish the technological resources sharing service platform of Jiaodong and the public service platform of regional research and development.

The leading enterprises shall be supported to lead and organize the innovation group and promote joint innovation by all types of enterprises and the whole industry chain. The enterprises, colleges and universities, scientific research institutions shall, in premise of compliance with national security requirements, open access to such innovation resources as technological innovation platform, large research instrument and equipment, and research data.

7. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, optimize the industrial spatial layout and promote efficient division of labor, staggered development and orderly competition; support the integrated development and mutual industrial transfer between such platforms as the functional zones and international saloon of this Municipality with those of other districted cities within the Jiaodong Economic Circle; support the joint establishment of industrial parks and transregional cooperation platforms for investment attraction and financial services; and promote the integrated development of innovation chain and industrial chain in the Jiaodong Economic Circle.

8. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, establish a modern comprehensive transportation system, enhance the construction of transport hubs, harbors and airport, improve the connectivity among railway, highway and waterway, accelerate the formation of high-speed railway “circle” and high-grade highway “network”, and build up a “1-hour Jiaodong economic circle”.

9. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, shall further expand the scope and depth of the opening up, integrate into the construction of the Belt and Road Initiative, comprehensively deepen the cooperation with Japan, Korea, the United State and European countries, and jointly establish such high-level carrier of opening up as the China (Shandong) Pilot Free Trade Zone and China-SCO Local Economic and Trade Cooperation Demonstration Area.

10. The Municipality shall promote the establishment of a unified market system in the Jiaodong Economic Circle, create a unified and open market environment with mutual recognition of standard and free flow of factors, promote the integration of open platforms, investment attraction, business environment and culture and tourism popularization of the Jiaodong Economic Circle, amend and repeal relevant provisions impeding the unification of market in a timely manner, and eliminate the institutional obstacles hinder the integrated development thereof.  

11. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, introduce and cultivate innovative talents, formulate the talent recruitment directory, explore and establish the flexible talent flow mechanism, complete the mutual recognition system of talent evaluation, promote the sharing of human resources and employment information and organic connection and integrated announcement of service policies.

12. The Municipality shall enhance its cooperation with other districted cities within the Jiaodong Economic Circle in such fields as education, medical services, social security, old-age support, employment and census registration, accelerate and promote the integration of government affairs services, public services and life services of the Jiaodong Economic Circle, accelerate the joint establishment and utilization of high-quality educational and medical resources, and promote the connection among different public service information platforms and joint establishment and enjoyment of public infrastructures.

13. The Municipality shall enhance its collaboration with other districted cities within the Jiaodong Economic Circle in work concerning prevention and control of pollution of air, water, soil and solid wastes, improve the protection and restoration of regional ecology, coordinate the protection of maritime ecological environment, comprehensively implement the “gulf chief accountability system”, accelerate and promote the experiments of “island chief accountability system”, and build up a marine ecological civilization demonstration area.

14. The Municipality shall, in collaboration with other districted cities within the Jiaodong Economic Circle, focus on promotion of integrated development, solicit support in respects of institutional innovation, policy-making, project arrangement and otherwise from the State and the Province, and strive for advance implementation of reform and innovation of the State and the Province in the Jiaodong Economic Circle.

15. The Standing Committee of the Municipal People’s Congress shall preferentially implement the legislation project concerning promotion of integrated development of the Jiaodong Economic Circle, enhance the legal supervision and work supervision on major fields of integrated development of the Jiaodong Economic Circle, organize deputies to the Municipal People’s Congress to carry out research and inspection, and promote the solid implementation of decisions and arrangements concerning integrated development of the Jiaodong Economic Circle.

16. The people’s governments at all levels of this Municipality and departments thereof shall make solid implementation of decisions and arrangements concerning integrated development of the Jiaodong Economic Circle and work on the same direction.

The Municipal People’s Government shall, in light of the actual situations, integrate the major cooperation affairs concerning integrated development of the Jiaodong Economic Circle into the annual work priorities and the government performance assessment system, and report the progresses of integrated development of the Jiaodong Economic Circle to the Standing Committee of the Municipal People’s Congress.

17. The people’s courts and people’s procuratorates at all levels of this Municipality shall give a full play to their judicial functions, promote the judicial cooperation within the Jiaodong Economic Circle and provide judicial guarantee for integrated development of the Jiaodong Economic Circle.

18. The Municipality shall actively promote various policies and measures concerning integrated development of the Jiaodong Economic Circle, promptly popularize the successful experiences in integrated development of the Jiaodong Economic Circle, support all market entities and social sectors to actively participate in the integrated development of the Jiaodong Economic Circle, and build up a great social environment with strong cohesive force and mutually beneficial cooperation.

This Decision shall come into force as of the date of promulgation.
